I am the author of two books on public finance: Governing Public Money (2026), the first comprehensive treatment of public finance management law for African contexts, and Islamic Wealth Taxation and Financing Public Health (2023), exploring how faith-based wealth obligations might finance the right to heal.
For the first time in history, an African academic institution has a formal seat at the United Nations negotiations to draft the world's first Framework Convention on International Tax Cooperation — and I put it there.
I secured accreditation for the Committee on Fiscal Studies, based at the University of Nairobi, making it the first African academic institution ever to participate in these landmark negotiations.
As its Chair, I appear before the Intergovernmental Negotiating Committee, making formal submissions on the architecture of the Convention and on the Protocol on the Taxation of Cross-Border Digital Services. The rules of global taxation are being rewritten. I am one of the people writing them.
